Right hand thumb rule:
As we know that current carrying conductor produces magnetic field around it. Magnetic field is a vector quantity so it has magnitude as well as direction. The direction of magnetic field produced by current element is given by right hand rule. Look at this figure, the current carrying wire is at the centre of the circle and perpendicular to that. Curl your fingers around current carrying conducting wire and open your thumb.
Right Hand Thumb Rule:- Right hand screw rule states that, curved fingers gives the direction of magnetic field and Thumb shows the direction of electric current.
Current carrying circular loop act as bar magnet and produced magnetic field. The Curl your fingers as circular current loop and open your thumb. The curl fingers gives direction of current and thumb gives direction of magnetic field.
Maxwell’s corkscrew rule.
Also we find the direction of magnetic field lines using screw rule. This rule is also called as Maxwell’s corkscrew rule. According to screw rule, rotating side give the direction of magnetic field lines and tip of the screw gives direction of current. The plane of rotation of screw is different than tip of motion of screw same as plane of magnetic filed lines and the plane of direction of flowing current.

Answer: According to right hand thumb rule, if the conductor held vertical and current flowing in upward direction, then the magnetic field is considered to be perpendicular and away from plane of paper, and if the current flows in downward direction the magnetic field is considered to be perpendicular and towards the plane of paper.
